Last year Adam Singer one of the UnConference attendees got his mBlock 3 to program an Arduino on a Chromebook using their Chrome app. Recently mBlock 5 released.
mBlock is a block-based programming environment based on scratch, originally designed for the mBot robot, but can also be used to program Arduino. Adam found not many libraries were built out yet, but worked well for basic Arduino functions
